The records of the Voluntary Relief Dept. consist of duplicate copies of regulations, reports, circulars, and tables. The complete body of departmental records, including minutes, registers and case files, is housed at the Urban Archives at Temple University. Awards of "company relief" are documented in the minutes of the Board of Managers, copies of which are located at the Hagley Museum & Library and the Pennsylvania Historical & Museum Commission.

The Voluntary Relief Dept. was created on February 1, 1886, in the Lines East organization to function as a sick and death benefits plan. As the name indicates, membership was voluntary, but by the 1930s and 40s about 90% of all employees were enrolled.
